Overdose Data to Action (OD2A) LOCAL

The Northeast Ohio Opioid Consortium's work is supported by the Overdose Data to Action (OD2A) LOCAL grant.

Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A: LOCAL) funds 40 city, county, and territorial health departments to build a strong foundation of cooperation and partnership across public health, behavioral health, health systems, community organizations, and public safety. Cuyahoga County is one of the 40 funded localities with a goal of building cohesive programs that reach people throughout communities and close gaps in access to services.

About the Program

OD2A: LOCAL was structured to provide jurisdictions flexible resources to improve and create local prevention activities that are informed by local data and people's direct experience, and to improve the surveillance of drug overdoses.

OD2A: LOCAL was designed to empower cities, counties, and territories to:

  • Use data to inform and tailor prevention strategies, with emphasis on reaching groups disproportionately affected by the overdose epidemic, at highest risk of overdose, and those historically underserved by prevention programs.
  • Ensure the implementation of culturally relevant interventions and the equitable delivery of prevention services, informed by data and ongoing engagement with the populations programs are intended to serve.
  • Develop and grow multisectoral partnerships to strengthen the local overdose response.

OD2A: LOCAL supports communities in addressing the overdose crisis through surveillance strategies and evidence-based prevention programs:

Stigma Reduction

  • Host working group to discuss and advocate for people with lived experience managing pain associated with chronic disease and develop responsive trainings or work product that supports people with chronic pain who have prolonged opioid use to manage pain.
  • Create communication tools/resources that assists with communication and advocating for persons with lived experience (PWLE)
  • Expand the utilization of the Igniting Compassion documentary, by hosting additional dialogues with providers and the community around stigma in treatment settings.

Clinician and Health Systems Best Practices

  • Convene education offerings aimed at a variety of clinicians and community programs via a series Opioid Consortium Trainings/Recordings to increase expertise and confidence to educate patients on harm reduction methods, medications for opioid use disorder (MOUD) initiation, connection to services, withdrawal symptoms and tapering considerations, trauma-informed care, culturally-informed care centered around the lived experiences of and the social determinants of health.
  • Continue to establish connections between local healthcare and social services providers to determine specific training needs and arrange for peer-to-peer learning opportunities that are responsive to the educational gaps identified.
  • Refine and update repository of online training and education opportunities.
